| Main goal |
The ¡BASTA! –project is aimed at “Combatting discrimination of ethnic graduates of the vocational secondary education and the part-time
vocational secondary education during their transition between education and the labour market in Flanders”.
¡BASTA! strives to manage the problem situation in Flanders of “discrimination during the transition from school-work of ethnic
graduates of the vocational secondary education and the part-time vocational secondary education " and this by means of appropriate
EU models and best practices integrated into a Flemish context.
The focus will mainly go to networking with the business world to ensure a sustainable employment and to find internships so
that the schoolcareer can be decently completed.
|
| Final target group |
The final target of this project is ethnic youths of Moroccan and Turkish origin from the vocational secondary education and the
part-time vocational secondary education who are ready to step into the job market. These are the qualified outflow.
|
| Intermediate target group |
For the realization of ¡BASTA! we will rely on intermediaries who understand the constraints and gaps related to this topic.
These intermediaries, who will take part in the focus / advisory group, will support the supervisor in determining the
chosen instruments / methodologies. By intermediaries, we understand the following five players:
- Labour Market
- Target Organizations
- Policy
- Education
- Research & Development

| Project phases, final results |
Phase 1 (May 2011 - August 2011)
As a supervisor the Dienst Beroepsopleiding will perform the desk research. This raises the question of what kind of problems / gaps
there are related to this specific topic. This desk research or baseline study is first presented to a focus group of stakeholders
and experts. There will be decided about which we wish to develop more information or know how. Actions to be implemented:
Studying at least four existing instruments and / or methods related to the main objective
Studying at least four serious bottlenecks regarding issues related to the main objective
Global study of four international instruments and / or methods related to the main objective
Phase 2 (September 2011 - November 2012)
With that desk research we will go abroad and we will make a transnational comparison. This should enable us to learn from the
solutions of other countries to problems / gaps that may occur in the Flemish labour market. To follow this process there will be
a consultative group set up in Flanders. It is also possible to learn through peer review and study visits of foreign good
practices and to see to what extent these measures are transferable and can thus be used in Flanders. The transnational
consolidation of the decision-making happens through an exchange event. Actions to be implemented:
thorough study of four foreign methodologies
2 study visits of foreign best practices
involve 2 European countries in peer reviews
3 tests on implementation
2 newly developed tools
