Modularization

Objectives:
Under the European project name of 'Building Future Success', the DBO, with its transnational partners, was looking for better links between vocational training and the labour market. Therefore, in Flanders, research was done in the development of job descriptions, organisational models and efficient guidance along various learning pathways.
The primary objective of the flemisch project is to work out a modular system per area of study, taking into account the following secondary objectives:
    • To improve the transparency of the educational programmes on offer.
    • To stimulate experiences of success with the learners.
    • To reduce unqualified dropouts.
    • To become more flexible.
    • To stimulate life-long learning.

Concept:
Modularization aims at giving students from all sorts of vocational training [technical secondary education (SE), vocational SE, part-time vocational SE, special SE training form 3 and adult education] chances to successfully follow learning pathways. In fact, every module of a learning pathway is certified with a modular certificate, thus motivating the learners. In this way, the project aims at strongly lowering the unqualified dropout of students. The contents of the modules are based on job descriptions, drawn up by the social partners. In doing so, the labour market recognizes the link between the training and the qualifications it is looking for.

The Flemish ‘Youthstartproject’ was started in 1998, with the support of the ESF (Employment – Youthstart) and the co-operation of partner organizations in Denmark, Germany, England, Italy, The Netherlands and Scotland.
