Method and instruments: Introduction

With the new Decree of 8 May 2009 on Quality in Education the inspection process evolves from an integral inspection to a differentiated inspection.

The Inspection Process contains 3 phases.

  1. A Preliminary Enquiry
  2. The actual Audit
  3. The Report

During each of these phases the inspectors go through 4 identical steps:

  1. data analysis
  2. examination
  3. interpretation
  4. deliberation

The fourth step, deliberation, is crucial in this process. During the Preliminary enquiry the deliberation will determine the focus of the Audit. During the Audit the deliberation determines the advice.
